Beaver Place is a dead-end street of about 610 feet in Billerica, south-east of the center, running south from Handel Road and curving to a turnaround. It was laid out fifty feet wide on the "Bear Hill Estates" subdivision plan of land owned by Content Homes, Inc., drawn by Joseph H. Rego, registered professional engineer, of Hudson, and dated August 10, 1970. The Planning Board approved it on October 27, 1970, subject to a certificate of conditions, and it was recorded on January 4, 1971 in two sheets (Plan Book 111, Plan 157). Lots 41 to 47 of the plan, of about 25,000 to 32,000 square feet, face it, with land of Barton M. and Louise C. McQuaid to the west. The assessors date all of its houses to 1972. The plan does not explain the name. With Otter Circle on the same plan it names an animal, and the subdivision was called Bear Hill Estates, but no record of the naming was found.
Beaver Place was put up for acceptance as a public way many times without success. At the annual town meeting of April 1973 the Planning Board's list included it, "From Handel Road to the end, a distance of 610 feet," but it was "Not accepted" because of a "Drainage problem." In 1974 it was referred with the other new streets to a Street Acceptance Committee. On April 24, 1975 the article was dismissed after the meeting heard that "there is an outstanding bond of $1,000.00 on Beaver Place. No plans are available," and it was dismissed again on May 13, 1976. A 1977 article to accept it with other streets was lost after it "was agreed that no maps are on file with the Town Clerk," and on April 27, 1978 Beaver Place was dismissed once more. That year the Board of Health reported that "the Beaver Place/Bear Hill Road drainage problem was studied" and that construction would start in the spring; Beaver Place was on the Highway Department's list of drainage projects in 1979, and the town recorded the forfeiture of a $1,000 Planning Board bond on Bear Hill Estates. No later vote accepting the street was found in the town reports.
